Preheat oven to 375°F (190°C). Grease and flour a 9-inch square baking pan.
In a medium bowl, whisk together flour, baking powder, and salt.
In a separate bowl, combine sugar, oil, vanilla, and milk. Add to dry ingredients and mix until just combined.
Gently fold in blueberries.
In a small bowl, combine flour and sugar for the streusel. Cut in cold butter until the mixture resembles coarse crumbs.
Pour batter into the prepared pan and sprinkle streusel topping evenly over the top.
Bake for 40-45 minutes, or until a wooden skewer inserted into the center comes out clean.
Let cool slightly before serving.
