Prepare a campfire with a steady bed of medium-hot coals, or preheat a covered grill to medium heat, about 375°F.
Lay out two large sheets of heavy-duty foil in a cross and coat the center lightly with cooking spray.
Spread half of the tortilla chips over the foil, then layer on half of the cheddar, black beans, corn, and jalapeño. Repeat with the remaining chips, cheese, beans, corn, and jalapeño.
Bring the foil edges together and crimp tightly to form a roomy sealed packet without crushing the chips.
Set the packet on a grill grate over medium coals and cook for 10 to 12 minutes, rotating once, until the cheese is completely melted.
Open the packet carefully away from your face. Scatter over the tomato, red onion, and cilantro, then serve immediately with lime wedges.
