Preparation Steps
In a large pot or Dutch oven, brown the ground beef over medium-high heat. Drain off any excess grease.
Add the diced onion and celery to the pot and cook until softened, about 5 minutes.
Stir in the beef broth and diced tomatoes. Bring to a simmer.
In a separate small saucepan, melt the butter over medium heat. Whisk in the flour and cook for 1 minute to create a roux.
Slowly whisk in the milk until smooth. Cook until the sauce has thickened slightly, about 2-3 minutes.
Pour the milk mixture into the pot with the beef and vegetables. Stir to combine.
Reduce the heat to low and stir in the shredded cheddar cheese until melted and smooth.
Season with salt and pepper to taste. Simmer for 10 minutes, stirring occasionally.
Serve hot and garnish with your favorite cheeseburger toppings, such as chopped pickles, bacon bits, or a dollop of sour cream.
