  • Cook the pasta according to package directions. Drain and set aside.
  • Brown the ground beef in a large skillet over medium heat. Drain off any excess grease. Stir in onion powder, garlic powder, salt, and pepper.
  • In a separate saucepan, melt the butter over medium heat. Whisk in the flour until smooth. Gradually whisk in the milk until smooth.
  • Bring the sauce to a simmer, stirring constantly, until it thickens slightly. Reduce heat to low and stir in the cheddar cheese until melted and smooth.
  • Add the cooked pasta and browned ground beef to the cheese sauce. Stir to combine. Serve immediately.
