Preheat oven to 350°F (175°C). Line a muffin tin with cupcake liners.
In a large bowl, whisk together the flour, sugar, cocoa powder, baking powder, baking soda, and salt.
Add the milk, oil, vanilla extract, and egg to the dry ingredients. Beat until just combined. Slowly add the boiling water and mix until batter is smooth
Fill the cupcake liners about 2/3 full.
Bake for 18-20 minutes, or until a wooden skewer inserted into the center comes out clean.
Let the cupcakes cool in the tin for a few minutes before transferring them to a wire rack to cool completely.
