Combine the ground beef, salt, black pepper, and garlic powder, then shape the mixture into four oval patties.
Lightly coat the patties with flour, shaking off the excess.
Heat the vegetable oil in a large skillet over medium-high heat and brown the patties for 3 to 4 minutes per side; transfer them to a plate.
Add the onion to the skillet and cook until softened and lightly browned, about 5 minutes.
Sprinkle the remaining flour into the skillet and stir for 1 minute.
Gradually whisk in the beef broth and Worcestershire sauce, scraping up browned bits from the pan.
Return the patties to the skillet, reduce the heat to medium-low, cover, and simmer for 10 to 12 minutes until cooked through.
Stir in the butter, taste the gravy for seasoning, and serve the hamburger steaks hot with the onion gravy.
