Instructions
Preparation Steps
Cook the elbow macaroni according to package directions, then drain and set aside to cool.
In a large bowl, whisk together the mayonnaise, milk, apple cider vinegar, and sugar until smooth.
Add the cooked macaroni, grated carrots, chopped onion, salt, and pepper. Mix well to combine.
Cover the bowl and refrigerate the salad for at least 1 hour before serving.
