Heat olive oil in a large skillet over medium-high heat. Add steak, onion, and bell pepper. Cook until steak is browned and vegetables are tender, about 8-10 minutes.
Stir in garlic powder, salt, and pepper.
In a large bowl, combine cream cheese and cooked steak mixture. Mix well.
Pour mixture into a greased 9x13 inch baking dish. Top with shredded provolone cheese.
Bake for 20-25 minutes, or until cheese is melted and bubbly.
