In a medium saucepan, combine the rice, water, and cinnamon stick. Bring to a boil, then reduce heat to low, cover, and simmer for 15 minutes, or until the water is absorbed.
Add the milk, sugar, and salt to the saucepan. Bring to a simmer over medium heat, stirring occasionally to prevent sticking.
Reduce heat to low and simmer for 25-30 minutes, or until the rice is tender and the pudding has thickened to your desired consistency. Stir frequently during the last 10 minutes to prevent sticking.
Remove from heat and stir in the vanilla extract. Remove the cinnamon stick.
Serve warm or chilled. Garnish with ground cinnamon, if desired.
