Heat the oven to 350°F and line a 12-cup muffin pan with paper liners.
Whisk the flour, cocoa powder, sugar, baking powder, and salt in a large bowl.
Whisk the eggs, milk, melted butter, and vanilla in a separate bowl.
Stir the wet mixture into the dry ingredients just until the batter is smooth.
Divide the batter among the liners and bake for 18 to 20 minutes, until a tester comes out with a few moist crumbs.
Cool the cupcakes completely on a wire rack.
Pipe overlapping strips of vanilla frosting across each cupcake to resemble mummy bandages, leaving a small opening for two candy eyes.
Notes
The cupcakes must be completely cool before decorating so the frosting holds its shape.
