Preparation Steps
Preheat oven to 450°F (232°C). Line a baking sheet with parchment paper.
In a large bowl, whisk together flour, baking powder, salt, and black pepper.
Cut in cold butter using a pastry blender or your fingers until the mixture resembles coarse crumbs.
Stir in parmesan cheese.
Gradually add milk, mixing until just combined. Do not overmix.
Drop by rounded tablespoons onto the prepared baking sheet.
Bake for 12-15 minutes, or until golden brown.
Let cool slightly on baking sheet before serving.
