Preparation Steps
Preheat oven to 350°F (175°C). Grease a 9x13 inch baking dish.
Cook macaroni according to package directions. Drain well.
1 pound Elbow Macaroni
In a saucepan, melt butter over medium heat. Stir in flour until smooth. Gradually whisk in milk until smooth. Bring to a simmer, stirring constantly. Cook for 1-2 minutes, or until thickened.

Remove from heat and stir in salt, pepper, and cheddar cheese until melted and smooth.

Add macaroni to cheese sauce and stir to combine. Pour into prepared baking dish.

Bake for 20-25 minutes, or until golden brown and bubbly.
Notes
Feel free to add breadcrumbs on top for a crispier crust.
